Labour Section

                  A number of labour legislation were enacted for the purpose of providing a healthier, safer and more pleasant environment for workmen and improving their productivity. Among them Factories Act 1948, Payments of Wages Act 1936 and Industrial Disputes Act 1967 have a significant role to perform in regulating and controlling the welfare amenities of the factory workers and employers. The data collected under the Labour Legislation excluding the above enactment are supportive for the effective labour administration and provide significant indicators of economic development.

              The labour unit of the department continued to engage in the collection, tabulation and analysis of data under the above enactment and the preparation of reports for dissemination. The returns (Annual and Half Yearly) under Factories Act which are statutory in nature are collected from the Factory units registered under Section 2 m(i), Section 2m (ii) and section 85 of the Act. Under the payment of wages Act the factory management are required to furnish the annual returns (From IV) containing the relevant information relating to the workers in the factories earning less than Rs.10,000/- per month. The non-statutory returns (monthly) under Industrial Disputes Act relating to work stoppage, closure, retrenchment etc. are collected from the establishments where industrial disputes are prevailing. The returns under the Factories Act and Payment of Wages Act are received through the Directorate of Factories and Boilers in this directorate where further processing of the data is done and the tabulated data furnished to the Labour Bureau. The monthly returns under the Industrial Disputes Act are collected through the District Labour Officers/ Chief Inspector of plantations and monthly reports forwarded to the Labour Bureau. Apart from this, data concerning the welfare of female labours under Maternity Benefit Act1961 are also collecting  by the Labour section.

                This section of DES conducting a Wage structure survey specially designed to study the fluctuations of wage rates in trade, commercial and construction sector of the state. The wage rates of both skilled and unskilled workers relating to the above sectors are collected in the survey. The wage structure survey was started in1963-64 and is being continued on regular basis. Wage Structure Survey includes selected shops in the trade and commercial sector and selected units in the house building construction sector both in Rural and Urban sectors. The data are collected in District offices of DES on quarterly basis. Under this survey details regarding Labour salary, working hours etc. are collecting. These data are consolidated and scrutinized in DES, and using for various purposes like state income estimation and planning.             

                 The data relating to Labour Statistics is one of the important sector for making effective policy for government especially in the present contest of changing economic and social conditions. For the successful implementations of this purpose, DES of Kerala collects the Labour Statistics through various sections. Labour section is one among them. The main function of this section is to collect the details regarding the size of the labour force, work force, wages of labours, number of labours in the registered working factories both males and females, compensation details, labour unrest details other than industrial disputes, man days lost etc. The above details are collected mainly from the Factories and Boilers department and from the District Labour Offices.

 

                 The data relating to the above Labour Statistics are scrutinized, tabulated and prepared in Annual, Quarterly and Monthly reports in the prescribed format in DES, and submitting to Labour Bureau, Govt of India.
